In case of an escape of phosgene, the essential question is whether any of the persons on the premises require medical assistance. This decision aid is important for doctors, because phosgene poisoning only causes symptoms after a so-called latency phase.

Under no circumstances can the symptoms be the sole criterion for the type of treatment. The results of recent studies from the USA show that up to now the toxicity of phosgene has been overestimated.

This was disadvantageous to the health of staff, as the majority of cases were over-treated. It is now considered as established that below 50 ppm* min, treatment causes more damage than it prevents.

Therefore a badge was required which only starts to change colour above 10 ppm* min.
