To fight international terrorism and business crime it should be made sure no unauthorised person has access to the goods or can manipulate them at any stage of the supply chain.

Evidence of this being guaranteed will in short be required for air shipments as well as for the certification as authorised economic operator (AEO). This certificate would result in severely simplified clearing formalities for export oriented companies.

The consequence: the premises have to be secured in a way that only authorised persons have access. Usually this means the whole area has to be fenced in with adequate access control. And, of course, the access gates have to be closed at all times.
